摘要:
应急指挥是应急响应的核心,关系着应急处置力量的高效响应、应急物资的合理调配以及应急信息的有序流转,而应急指挥标准作为应急指挥体系的重要组成部分之一,对应急指挥的规范性和灵活性起到重要支撑作用,目前我国虽已发布了多项应急指挥相关的规范性文件,但仍无法满足应急指挥组织建设、关键业务及跨组织指挥协作等方面的需求。针对此类应急指挥标准化问题,基于我国应急指挥现状,分析应急指挥标准需求,结合可借鉴的国际经验,初步构建我国的应急指挥标准体系框架,提出推进我国应急指挥标准化的建议,最终为推进我国应急指挥标准化工作提供参考和借鉴。
Abstract:
Emergency command is the core of emergency response, and it concerns the efficient response of emergency disposal forces, the reasonable deployment of emergency resources, and the orderly circulation of emergency information. The emergency command standard is one of the important parts of emergency command system, and it plays an important supporting role for the normalization and flexibility of emergency command. Although China has issued some specification files about emergency command, they still can't meet the requirements including the organization construction, the key business and the cross-organization command and collaboration of emergency command. Aiming at the problems of emergency command standardization, the requirements of emergency command standards were analyzed based on the current status of emergency command in China. The framework of emergency command standard system for our country was constructed preliminarily combining with the international experience that can be used for reference, and the suggestions to promote the emergency command standardization in China were proposed, which can provide reference for developing the emergency command standardization work of our country.
